April 1981 memo from "P.O.O", a name that Theophilus Smith used in internal discussions. It's not known what it stands for. Calling this time "Another 2nd state of Motion in the O's development", this document outlines what "Developing ML Cadre" are expected to have and study.  It's mostly concerned with developing business skills, accounting knowledge and Marx's economic theory. At the time, many members were told to take up computer skills and the organization had established computer programming, bakery and other businesses.
